MGM Resorts Delivers Phase 2 Response to Massachusetts Gaming Commission
Details MGM Springfield Proposal, Economic Impacts

BOSTON (MA) - MGM Resorts International today submitted to the Massachusetts Gaming Commission (MGC) its detailed response to the RFA-2 application for a Category One gaming license.

The Phase 2 application is due for all applicants for a resort casino license in Regions A (Greater Boston) and B (Western Massachusetts) by Dec. 31. MGM is seeking the sole license to operate a destination resort casino in Western Massachusetts.

Two copies of the more than 7,000-page completed application response were delivered to the MGC's offices in Boston earlier today. The Phase 2 application required applicants to provide detailed site specific plans, as well as an overview of the benefits the host community, the surrounding communities, and the region would see as a result of the development.

MGM's plan is to build an approximately $800 million world-class residential, dining, retail and entertainment district in Downtown Springfield. The MGM Springfield submission includes design elements that would preserve existing architectural details, create an open-air plaza, and add new retail and dining along Main Street. Additionally, MGM's responses highlight an endorsement from the regional chambers of commerce representing more than 2,500 businesses, an exclusive marketing agreement with Six Flags New England, and surrounding community agreements with Ludlow, Agawam, Wilbraham, East Longmeadow and Chicopee.

Mathis said, "We have worked hard to develop the strong relationships necessary to create a world-class urban casino-resort proposal that will anchor a renaissance for an important Gateway City and the region around it. Our application demonstrates our ability to do so, as it delivers on the criteria set out by the MGC, as well as all the transformative issues that make MGM Springfield the catalyst needed to rebuild an urban core."

Next, MGM will be required to present its proposal in a public hearing before the MGC in Boston. That presentation will be followed by two community public hearings, one in Springfield and one in an abutting community. Details of those meetings, including dates and locations, are expected to be set soon for January and February.

This submission is the third major milestone MGM has reached in the last six months. In a July referendum, MGM Springfield was overwhelmingly approved by the voters of Springfield; and on Dec. 23, the MGC agreed with its investigative division's recommendation and unanimously found the company a suitable candidate for a casino license in the Commonwealth.

The MGC anticipates that the resort-casino licenses for Eastern Massachusetts (Region A) and Western Massachusetts (Region B) will be awarded in spring 2014.
